Not to defend the game and its slowness, but such games usually were programmed with a CPU-independent time management system. Seems this one is pretty bad because it lets extra cycles unused, which hints to a processing queue and no in-game multi-tasking. Then again, it's the beginning of the 90ies and Microsoft, for instance, had no idea what multi-tasking was, let alone how to implement it in an operating system.... ;)
